This research focuses on "The Impact of Glass Ceiling on Women Employee’s Career Development to Upper Management Level at Ministry of Education, Dili, Timor-Leste." There are three variables in this research. Aim of this study is to determine "Whether Self, Family and Organizational Barriers Impact Career Development of Women Employees." The research method used is quantitative method. Data analysis techniques involve descriptive statistical and multiple linear regression analysis. The instrument tests used in this research including validity, reliability, and classical assumption tests. The classical assumption tests include normality, heteroscedasticity and multicollinearity tests. The results of this study indicated that the variable (X1) has a negative impact on women's career development, variable (X2) has a positive impact on women's career development, and variable (X3) has a positive impact on women's career development, therefore the conclusion are the three variables has influences on women carrier development. The implication of the research are self-inhibition has a negative influence, hence career development will decline and gender inequality will increase and will reduce organizational trust in women's abilities; Family obstacles also impact on career development because if there is no support from husband, thus the career development will decline and economically unprofitable; The Organizations not sensitive to gender issues, this will have implications in reducing number of female leaders in the organization.
